Administrative Officer

The Administrative Officer is responsible for supporting the mission of the agency through effective management of administrative resources. The Administrative Officer will provide advice and guidance on a wide variety of administrative matters, including financial and human resources, management analysis, procurement, contract administration, space management, and reports management.

In this position, you will:

GS-11:
  • Assist in developing of Department/Office budgets by providing controls and safeguards ensuring expenditures of availability of funds, program objectives, fiscal policy and operational budgets.
  • Analyze and reconcile the effects of program plans and budget issues.
  • Process personnel actions and maintain personnel records.
  • Advise on recruitment, staffing, training, awards, manpower utilization, performance management, employee relations, related personnel matters.
  • Serve as an Approving Official for Procurement, Travel, Purchase Cards, and related administrative functions.
  • Review purchase orders and contracts for funding availability and to ensure compliance with Federal and Smithsonian regulations.
  • Plan, allocate and oversee physical space utilization.
GS-12:
  • Formulate, develop, and maintain Departmental and Office budgets.
  • Provide administrative controls and safeguards, ensuring expenditures are in accordance with availability of funds, program objectives, fiscal policy, and operational budgets.
  • Oversee the processing personnel actions and maintain personnel records and advising leadership on all aspects of personnel management activities.
  • Advise and provide guidance on recruitment, staffing, training, awards, manpower utilization, performance management, employee relations, related personnel matters.
  • Provide guidance and instructions on steps in procuring goods and services.
  • Review all International/Domestic travel request in accordance with regulations.
  • Ensure compliance with policies, rules, and regulations to assure consistency of management implementation throughout the organization.
Experience Required
For GS-11: Experience:

You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service. For this position, specialized experience is defined as providing support and assistance on administrative matters including financial, human resources, management analysis, procurement, contract administration, space management and reports management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week. Or Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. or LL.M., if related Or a Combination: Education and experience may be combined to meet the basic qualifications. Salary

$78,592 - $122,459 per year
